A distribuidora Europa Filmes, nome de fantasia da empresa Cannes Produções S/A, de São Paulo, foi notificada no ano passado pelo BRDE (Banco Regional de Desenvolvimento do Extremo-Sul) “após tentativas frustradas de outros meios de notificação”, pelo descumprimento de contrato na distribuição do filme Nina, de Heitor Dhalia, de 2004, baseado na obra de Fiódor Dostoiévski. A Europa Filmes é a empresa que anunciou essa semana que fará a distribuição de Dark Horse, controversa produção sobre a vida do ex-presidente (em prisão domiciliar) Jair Bolsonaro, cujo financiamento, impulsionado por recursos do Banco Master, está sob investigação da Polícia Federal, do STF e do Ministério Público. O candidato à presidência Flávio Bolsonaro confessou ter pedido US$ 24 milhões (134 milhões de reais) ao ex-banqueiro, hoje presidiário, Daniel Vorcaro, para produzir o filme. O dinheiro foi enviado a um fundo no Texas, mas o filme foi feito no Brasil com uma produção precária por uma empresa inidônea, a Go Up Entertainment (esse grupo apresentou 13 milhões de reais em notas frias à Prefeitura de São Paulo).

O BRDE atua como o agente financeiro do Fundo Setorial do Audiovisual (FSA) avaliando e liberando recursos para produzir, distribuir e exibir filmes, jogos e custear infraestrutura de cinemas. Apenas no ano de 2025, o banco liberou cerca de R$ 886 milhões para projetos do setor. O Fundo Setorial do Audiovisual é a reserva de recursos que financia o desenvolvimento do cinema brasileiro a partir da cobrança da Contribuição para o Desenvolvimento da Indústria Cinematográfica Nacional (Condecine). A Condecine é um imposto que incide sobre telecomunicações, remessas de recursos ao exterior e exploração de obras. Para obter um financiamento do BRDE, a empresa deve entrar com o pedido na Ancine, que foi o que a Europa Filmes confirmou essa semana em relação à problemática produção sobre Bolsonaro. Segundo o pedido de distribuição, o filme poderá entrar em circuito comercial após as eleições de novembro em cerca de 650 salas.

Há três anos, a Cannes Produções/Europa Filmes também enfrentou problemas na prestação de contas do documentário Marcha da Vida, rejeitada pela Agência Nacional do Cinema (Ancine) com pedido de devolução dos recursos públicos utilizados. Na época, a Ancine notificou a Cannes Produções por edital “em virtude de ter sido improfícua a tentativa de notificação dos responsáveis por via postal, por se encontrarem em lugar incerto e não sabido, por não atualizarem os dados de cadastro e correspondência, restando inviabilizada a sua respectiva notificação por carta com aviso de recebimento”. Na ocasião, a Ancine notificou três sócios da empresa: Wilson Alves Feitosa, Matteo Levi e Ana Aparecida Gurniak. Fontes do setor audiovisual informaram que a Europa Filmes passou por dificuldades financeiras no ano passado.

A hipotética exibição de Dark Horse, filme que está no meio de um turbilhão de acusações de irregularidades, pode ser ainda mais complicada para os produtores. O advogado José Fernandes da Silva Júnior, do Rio, entrou em maio com uma representação criminal junto à Procuradoria Geral da República (PGR) pedindo o bloqueio cautelar da eventual bilheteria do filme no Brasil. A representação se baseia no fato de que os recursos do Banco Master, que presumivelmente financiam o filme, provém de calotes em diversos fundos previdenciários dos Estados brasileiros, além de fraudes financeiras que prejudicaram a economia brasileira.
