O presidente Luiz Inácio Lula da Silva editou três decretos na manhã desta segunda-feira designando servidores para compor a lista de diretores substitutos da Agência Nacional de Cinema (Ancine). Havia um posto vago na diretoria colegiada da agência desde 14 de maio, quando expirou o mandato de Vinicius Clay, após 5 anos de gestão. O primeiro substituto nomeado por Lula é Leandro de Sousa Mendes, do setor de regulação da agência, cujo nome consta de lista tríplice enviada ao presidente pelos servidores, segundo reportagem de FAROFAFÁ publicada em 11 de maio.
Lula ainda nomeou uma segunda substituta, Fernanda Nunes Galantine, e uma terceira substituta para a diretoria da agência, Lais Santoyo Lopes da Fonseca. Essa demanda, de que fosse um nome dos servidores a assumir o posto, surgiu em uma lista debatida em um grupo de conversa da Associação das Produtoras Independentes do Audiovisual Brasileiro (API) – na ocasião, a API negou energicamente que tivesse qualquer papel institucional na formulação das listas tríplices que foram enviadas ao presidente. As listas foram elaboradas para evitar uma nova decisão de gabinete, como as que conduziu à Ancine dois diretores: Patricia Barcelos, vinda do MEC, e Paulo Alcoforado, ex-diretor da agência.
A indicação desses nomes do funcionalismo para a Ancine não significa que serão esses os nomes remetidos ao Senado Federal para sabatina e eventual efetivação no cargo. São funções substitutas, e talvez sinalize apenas uma intenção de diálogo com alguns setores mais descontentes com a condução da política audiovisual do País. Em outubro, deixa a agência o mais longevo servidor da Ancine desde sua fundação, o atual diretor-presidente, Alex Braga, nomeado por Jair Bolsonaro. No lugar dele, deverá entrar Patricia Barcelos, que foi nomeada na semana passada secretária do Comitê Gestor do Fundo Setorial do Audiovisual (CGFSA), e chegou à Ancine como indicada do secretário executivo do MinC, Márcio Tavares.
