O governo federal reduziu hoje o valor aprovado para captação de recursos incentivados pela Orquestra Sinfônica do Estado de São Paulo (Osesp), destinado à cobertura do seu plano anual de atividades (todo o ano de 2020). A redução foi de 1 (um) centavo – em vez de R$ 49.872.645,97, o valor agora será de somente R$ 49.872.645,96.

Parece piada, mas não é. Somente para editar a portaria, o Estado brasileiro deve gastar bem mais do que o centavo que reduziu no orçamento da orquestra. Os autômatos da burocracia produzem absurdos desse tipo, desnecessários na gestão pública. E é preciso ser justo: não é um problema do governo Bolsonaro, tem longa ficha corrida na máquina do Estado esse tipo de pormenor excêntrico. Embora evidentemente seja simbólico, é inexplicável.

Analisada a partir das publicações de aprovação de projetos, a gestão da Lei Rouanet parece manter um certo nível de republicanismo – não está registrando atos de censura, nem comportamental nem ideológica (fartos em toda a máquina pública), e ostenta um bom número de aprovações e publicação no Diário Oficial da União. Entretanto, na outra ponta, a análise de prestações de contas, o governo ainda está sendo cobrado por ineficiência pelo TCU, um problema que se arrasta há mais de uma década.
