Após retomar, apoiado por uma diligência no mínimo insólita da Polícia Federal, o prédio da Cinemateca Brasileira, na Vila Mariana, em São Paulo, na sexta-feira passada, o governo federal procura uma fórmula legal de recolocá-la em funcionamento. Na segunda-feira, foi contratada uma nova empresa de segurança, o Grupo GR, que já trabalha no local há três dias, após mais de 20 dias sem vigilância. A luz também foi religada pela Enel com ações emergenciais do Ministério do Turismo. Apesar disso, a Cinemateca permanece fechada e os trabalhadores seguem em greve por tempo indeterminado (têm salários atrasados há meses).
No dia 29 passado, o secretário Especial de Cultura, Mario Frias, publicou uma portaria no Diário Oficial da União autorizando o coordenador do Centro Técnico Audiovisual (CTAv, da Secretaria do Audiovisual) a praticar os atos necessários à execução orçamentária e financeira da área e promover licitações. Deu nova autonomia à instituição. O CTAv poderia, assim, auxiliar a outra unidade da Secretaria do Audiovisual, a Cinemateca, a pagar contas básicas, como luz, segurança e refrigeração do acervo, o que contribuiria para mantê-la longe do perigo do abandono. Mas ainda não explica como poderia contratar uma cúpula com altos salários e dar-lhe uma função legal, isso requer uma dotação orçamentária específica.
Suspeita-se que o governo Bolsonaro esteja à procura de uma maneira de realocar a ex-secretária Especial de Cultura, a atriz Regina Duarte, em um novo emprego público. Isso tinha sido uma promessa do presidente a Regina ao demiti-la, já que Regina desfizera seu contrato com a Rede Globo para assumir o cargo – há alguns dias, deu entrevista dizendo que queria voltar à emissora, mas não recebeu nenhum aceno do lado de lá.
A desestruturação da Cinemateca é um processo que já atravessa mais de uma década, mas intensificou-se a partir da decisão do antigo Ministério da Cultura, sob Michel Temer, de repassar sua gestão a uma Organização Social, a Fundação Roquette Pinto. O contrato, assinado pelo ex-ministro Sérgio Sá Leitão, já nascia com uma irregularidade.
