Conforme registrou a escritora Clara Averbuck em sua newsletter, “Paulistinha foi criado por Mauricio de Sousa em parceria com o instituto que leva o nome dele para comemorar os 90 anos do cartunista (…). O pacote completo da homenagem, que inclui desfile com carros alegóricos no Sambódromo do Anhembi, 91 esculturas espalhadas pela cidade, banco de bronze na Avenida Paulista, distribuição de gibis e oficinas na Biblioteca Mário de Andrade está orçado em R$ 11 milhões, bancados pela administração municipal, segundo apuração da Folha de S.Paulo repercutida por Metrópoles e outros veículos.”

O Paulistinha milionário de Ricardo Nunes, no entanto, não é o primeiro a receber este nome. Ele já teve um homônimo, que aliás tinha já o jeitão do novo moleque, lançado em 1980 na gestão de Paulo Maluf. O desenho foi criado pelo quadrinista Waldyr Igayara de Souza (1934-2002).

Waldyr Igayara de Souza foi um dos primeiros desenhistas brasileiros a criar e ilustrar histórias Disney, quando, ainda no final dos anos 1960, trabalhava para a Editora Abril.

Na Abril, onde trabalhou por 25 anos, Igayara desenhou personagens como Zé Carioca, Peninha e seu sobrinho Biquinho, que ele próprio criou.

Conforme relembrou Marcos Nogueira, em crônica publicada na Folha de S.Paulo em 20 de setembro de 2018: “Em 1980, o governador Paulo Maluf lançou o álbum da ‘Turma do Paulistinha’, uma tentativa de diminuir a sonegação de impostos. Você trocava notas fiscais por figurinhas do tal Paulistinha, um menino de apurado espírito cívico que visitava obras importantes como a usina de Barra Bonita e a Rodovia dos Imigrantes. Eu e meus amigos percorríamos os mercados da grande Aclimação: Cambuci, Jardim da Glória, Vila Deodoro e Vila Monumento. No chão, encontrávamos dezenas de notas graúdas entre as montanhas de papel descartado. Completamos o álbum sem gastar um centavo nosso.”

Eu mesmo me lembro muito bem dessa campanha. As figurinhas que mais me interessavam estavam ligadas aos times de futebol: São José, de São José dos Campos, São Bento, de Sorocaba, e Ferroviária, de Araraquara, ficaram na minha lembrança. Tenho também a memória de ficar chateado com meu pai, que foi comprar um tênis Rainha, para meus jogos de futebol de salão na AABB, no Campo Limpo, e voltou sem a nota fiscal…

O álbum de figurinhas malufista tinha um total de 200 cromos. Cada vez que o contribuinte acumulava uma certa quantia em notas, ele podia trocar por um pacote de figurinhas. As estações de troca estavam localizadas nas estações de metrô da cidade e agências do Banco do Estado de São Paulo, Caixa Econômica Estadual, Banco Brasileiro de Descontos, Casas Pernambucanas, Buri, Lojas Mappin, Sears, Grupo Pão de Açúcar e shopping centers. O álbum completo concorria a prêmios sorteados a partir de números da Loteria Federal. Ao todo, teriam sido distribuídas 400 milhões de figurinhas comuns, 50 mil figurinhas carimbadas e 1,5 milhão de álbuns, segundo reportagens da imprensa sobre o projeto.

A campanha surtiu o efeito de estimular a exigência, pelo consumidor, da nota fiscal, forçando empresas a pagarem os impostos que anteriormente eram sonegados. Nas negociações com a Secretaria da Fazenda Paulista, a Associação Brasileira de Supermercados sugeriu a isentar de ICM produtos básicos, como arroz, feijão e batata, e prometeu congelar o preço de vinte produtos básicos por um mês (num ano em que a inflação chegou ao 100% ao ano).
